DBM eyes possible salary increase for gov’t employees

QUEZON CITY, (PIA) – The Department of Budget and Management (DBM) announced on Monday, August 14, that government employees are set to benefit from enhanced remuneration packages including the increase in salary structures, allowances, and other benefits.

In a statement, Budge Secretary Amenah Pangandaman said a budget allocation of P48 million will be provided to engage specialist services for the comprehensive review of the Compensation and Position Classification System of the government sector.

The said allocation was sourced from the approved budget of the Governance Commission for GOCCs (GCG) for fiscal year 2023. 

“When it comes to implementing another round of increases, binigyan po kami ng direktiba ni President Bongbong Marcos na magsagawa ng study para masiguro na ang compensation ng lahat ng ating mga civilian government personnel ay maging generally competitive kumpara sa mga nagtatrabaho sa private sector (President Bongbong Marcos gave us a directive to conduct a study to ensure that the compensation of civilian government personnel will be generally competitive compared to those who work at the private sector),” Pangandaman explained. 

“Ito po ay para ma-encourage ang ating mga kababayan na pumasok sa gobyerno, at para na rin po ma-motivate ang ating mga existing employees na manatili sa gobyerno at mag-perform ng masipag at maayos (This is to encourage our fellow Filipinos to work in the government as well as motivate the existing employees to stay in the government service and to perform effectively),” she added.

Previously, the DBM also made a budget provision amounting to P1.368 billion in the proposed 2024 National Expenditure Program (NEP) for the P1,000 increase in the uniform allowance of more than 1.3 million government employees. 

In addition, the budget department is simultaneously conducting a parallel review of the various benefits received by civil servants to identify whether or not the need for specific adjustments exists. 

“Alam naman po natin na ang anumang increase ay malaki ang maitutulong sa pang-araw-araw na pamumuhay ng ating mga public servants (As we all know, any type of increase will help uplift the well-being of public servants,” the Budget Secretary stated. 

In accordance with Republic Act 11466 or the Salary Standardization Law of 2019, s. 2020, the last tranche of the salary increase for government employees has already been implemented this January 2023. 

Under the law, the remuneration of all civilian government personnel is determined through the Total Compensation Framework that includes guidelines on income classification, salary schedule, and step increments. (DBM/PIA-NCR)
