Media Organizations in the Philippines

INTRODUCTION

G
overnment and private media organizations co-exist in the Philippines. Owing to the free-market orientation of the Philippine economy, however, the number of private media communication networks far outnumber their government counterparts.

As such, there is no strict "hierarchical" structure mandated by law for the private media industry as a whole. Any semblance of "structural order" in the private sector is self-imposed through the various trade organizations in broadcasting, print, advertising, and public relations.

However, vital sectors of media which partake of the public domain are regulated or monitored by government quasi-judicial bodies, as in the case of the broadcast airwaves, videograms, and movie production and distribution.

GOVERNMENT MEDIA ORGANIZATIONS

  1. OFFICE OF THE PRESS SECRETARY

    The Office of the Press Secretary (OPS) is the equivalent of the Department of Information in other ASEAN countries. In fact, in previous years it was variously known as the Department of Public Information, Ministry of Information, or Office of Media Affairs.

    Directly under the Office of the President, the OPS is headed by the Press Secretary who also serves as the presidential spokesman. The Press Secretary is assisted by two Press Undersecretaries. OPS publishes an online edition of the official news digest, the OPS News Digest, which carries press releases on the activities of the President.

    Following are the information bureaus attached to the OPS:

    1. Philippine Information Agency

      The Philippine Information Agency (PIA) is the primary government agency for nationwide delivery of development-oriented information. It maintains regional, provincial, and municipal offices throughout the country.

       

    2. News and Information Bureau and Philippines News Agency

      The Philippines News Agency (PNA) is the official wire agency. It has branches in all major cities in the Philippines as well as in major outposts abroad. The News and Information Bureau (NIB) is the mother unit of the PNA. PNA is a member of the ASEAN News Exchange.

    3. Bureau of Broadcast Services

      The Bureau of Broadcast Services (BCS) is the official radio broadcasting network, with FM and AM stations maintained nationwide.

    4. Presidential Broadcast Staff

      The Presidential Broadcast Staff or RTVM is a special office dedicated to providing video and film coverage and documentation for the Office of the President.

    5. Bureau of Communication Services

      The Bureau of Communication Services (BCS) produces special information materials for special communication projects.

    6. National Printing Office

      The National Printing Office (NPO) is the official printing arm of the government.

    7. People's Television Network, Inc.

      The People's Television Network, Inc. (PTNI) is an attached government corporation. It is the government's official television network with stations maintained in key provinces.

 

  1. INFORMATION SERVICES OF GOVERNMENT OFFICES

    The different departments and offices of the government also maintain their inhouse information-communication staffs to attend to their specialized needs. These offices range from simple units to full-blown public relations organizations with in-house printing presses.

    Policy coordination among these various information units is enforced through coordinative mechanisms and project-oriented memoranda of agreement between the OPS and its attached agencies, on the one hand, and the other government departments, on the other hand.
