CSC launches regional, provincial advisory councils

QUEZON CITY, May 10 (PIA) -- The Civil Service Commission has launched the Regional Multi-Sector Governance Coalition (MSGC), an advisory council that would help the commission achieve its goals.

CSC Chairman Francisco T. Duque III, in his speech before MSGC members from Region 4, said that the council will serve as CSC’s “sounding board” when its members form part of the winnowing process to determine what the commission can do to reach new levels of performance.

The MSGC was not done overnight, Duque stressed, noting that the regional office in Southern Tagalog had to sell the idea to a select few who would be pivotal in helping the commission attain its set goals and priorities.

“Because they individually hold or use different lens in looking at the Commission’s plans and initiatives, the MSGC will be able to provide fresh insights and perspectives. We hope to tap as well on their expertise, confident that they know what they speak of,” he said.

He also said, “We look forward to the recommendations and solutions to further improve existing structures and mechanisms.” The chair also anticipated criticisms. “We deem this however as part of the learning cycle as we individually and collectively engage the MSGC in the transformative process.”


The coalition is composed of stockholders representing state colleges, civil society, national and local governments and media. “There can be no nobler task than being able to contribute to the crafting of policies, programs and services that affect the life of the ordinary Filipino,” he said.

“Together, let us begin the task of charting the course, of solidifying the groundwork, of staging the ultimate game plan that would make the Philippine Civil Service truly responsive, accessible, courteous, and effective,” he said at the end of his speech.

Region IV Director Lydia A. Castillo, whom Duque credited for being the first regional director to implement the program, said she patterned the system to the “Community of Practice” being implemented in Australia which she visited recently. She said the system is an ideal channel for moving information, for sharing knowledge, and learning across sectors. (DOS-PIA 4B)
