CSC-4B mulls creation of advisory body

QUEZON CITY, March 15 (PIA) -- The Civil Service Commission (CSC) is seeking the establishment of an advisory body which will help the commission attain its goal of transforming itself as leading center of excellence in Asia.

 

CSC Region 4B director Lydia A. Castillo said the proposed Multi-Sectoral Governance Coalition (MSGC) was envisioned as platform for building a professional network from among national and local governments, state colleges and universities, water districts and civil society groups.

 

"With the MSGC on place, we will share collective professional and ethical practices, work together in resolving key issues and steward competencies to keep us all at the cutting edge," Castillo said.

 

The advisory body will become a regular channel through which strategic initiatives are undertaken on a sustained and institutionalized manner, she said.

 

Thus the commission, as a result, will be able to elicit ideas and suggestions from the group on how to pursue strategic priorities to promote transparency and accountability, shared responsibility and partnership.

 

Castillo said that through the process, CSC can discover gems of fresh insights on how external stakeholders perceive the latter's strategic initiatives. "The feedback and suggestions could serve as stimulators for refining and improving some of CSC's initiatives."

 

She bared that she got the MSGC idea from her recent visit to Australia where she was exposed to what she described as "The Community of Practice," which is an ideal channel for moving information, sharing knowledge and learning across sectors.

 

"For the CSC to adequately meet the needs of its stakeholders, it must provide different ways where stakeholders can interact with each other to exchange information about needs and resources, become engaged in planning and decision-making processes that affect them, and work together to achieve a common goal," she pointed out.

 

She said she expects the regional MSGC to be formed in the second quarter of the year to be followed by the provincial MSGCs. (DOS-PIA4B)
