CSC to conduct performance commitment review of offices

TABUK CITY, Kalinga, Aug. 6 (PIA) - - The Civil Service Commission (CSC) will conduct a quarterly office performance commitment review (PCR) to monitor performance of government employees and offices.

Ruben Wacas, officer-in-charge of the CSC Kalinga and Apayao field offices said the review is done every quarter to ensure that all offices are performing their mandates and meeting their targets.

Wacas said, this year, the CSC will implement the Strategic Performance Management System (SPMS) that rates the whole work unit and not the individual employee only under the old performance evaluation system.

He said the office will be rated under SPMS based on the achieved end goals.

An example is the paper trail on public transaction, “It will not be considered an output if employee 1 received the documents, employee 2 checked on the requirements or employee 3 submitted the papers to the approving authority. "

To be counted as an output, “It has to be approved within time frame and return back to the client,” Wacas said.

On service delivery, clients must be served their needs and go home satisfied, he added.

He said, in order to achieve the office’s target, there must be coordination and teamwork among employees from the rank and file, the supervisors and executives, to see to it that from the start to last processing, the service being sought becomes a finished product or an accomplished output.

Wacas reiterated the recommendation of CSC for offices to create their own performance management team that monitors outputs and submits SPMS on time. “These efforts of the civil service are in support to the reform agenda of President Aquino to make Philippine civil service world class,” he said.
