BUTUAN CITY, May 23 (PIA) -- The Commission on Higher Education (CHED)-Caraga Region today said two higher education institutions (HEIs) here have applied for a tuition fee increase effective academic year 2013-2014. In a phone-patch interview over 107.8 Power FM this morning, Dr. Evangeline S.
