Kalinga targets conferment of SGH award to all its LGUs
TABUK CITY, Kalinga, Aug 18 (PIA) -- The Department of Interior and Local Government (DILG)-Kalinga is aiming for a 100-percent Seal of Good Housekeeping (SGH) Award conferment for all the local government units (LGUs) of the province.
DILG Provincial Director Francisco Gamatero said this target was a result of the Leadership Development for Cluster Leaders of DILG provincial offices training and planning conducted by the Philippine Australian Human Resource Development Facility (PAHRODF) last July in Baguio City.
The realization of the 100 percent target, he said, is attainable if all the LGUs would cooperate considering that during the evaluation of the SGH Bronze Category in 2011, except for the municipality Lubuagan, all the other municipalities to including the city the government of Tabuk and the provincial government were conferred the SGH award.
During the recent evaluation for the 2012 SGH search, except for the municipality of Tanudan all the municipalities including the city government of Tabuk were given passing points by the evaluators. He expressed hope that said LGUs would be conferred the SGH Award after the regional search.
“To attain our target, the LGUs are encouraged to comply with their mandates in governance from planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization, which are also the basis of the SGH evaluation,” Gamatero said.
He said, with the recent qualification of the Kalinga LGUs for the next regional SGH search, the province may soon achieve its goal that would manifest the LGUs commitment to serve the people better.
The SGH award is given to LGUs in recognition of their excellent performance in local governance characterized by open disclosure policy in tax collection and sound fiscal management in the use of public funds, transparency and accountability in its government transactions, among others and for valuing performance management and other general impressions like peace and order situation.
