Mis. Occ. allots P28.753M fund for disaster risk reduction programs in 2012

OROQUIETA CITY, Misamis Occidental, Aug. 21 (PIA) -- The province of Misamis Occidental has allotted P28.753 million in special purpose lump sum appropriation for its local disaster risk reduction and management fund (LDRRMF) for 2012.

The appropriation is pursuant to Republic Act No. 10121, which provides that five percent of the estimated revenue from regular sources shall be set aside for the LDRRMF to support disaster risk management activities in the province.

Actual expenditure for disaster-preparedness of the province stood at P1.309M in 2010, but the allocation was increased to P27.692M or 2,015.50 percent in 2011, after the implementation of RA 10121, which was subsequently increased to P28.753 million or 3.83 percent, this year.

Meanwhile, Governor Herminia M. Ramiro said the LDRRMF will be used to provide and support the risk reduction management activities or mitigation, prevention and preparedness activities of the province.

Of the LDRRMF, P20 million or 69.56 percent has been programmed for capital outlay, while P8.753 million or 30.44 percent has been programmed for maintenance operation and other expenses (MOOE).

Particularly, the pre-disaster preparedness projects to be implemented by the province and sourced out from the capital outlay of the LDRRMF include the following:

Improvement of Anselmo Balatero St. Drainage System in Barangay Maloro, Tangub City, amounting to P3.0 million, shoreline protection at Barangays Lower Loboc and Taboc Norte, Oroquieta City, P2.0 million and construction of river control dike of Taguima River in Barangay Centro Napu, Tudela, also at P2.0 million.

Also appropriated with an amount of P1.0 million, each, are these projects: Construction and improvement of drainage system of Gango Creek, Barangay Gango, Ozamiz City and of the culvert drainage system at Barangay Lusot and seawall in Northern Poblacion, Barangay Punta, both of Baliangao.

Construction of flood control dike in Lower Usugan, Bonifacio, continuation of improvement of Mateo C. Matunog Multipurpose and Evacuation Center in Calamba and construction of Sea Breaker in Poblacion 4, San Roque, Clarin.

Rehabilitation of the culvert drainage system at the boundary of Barangays Maliguba and Mantukoy in Concepcion, additional rip-rapping of the sloppy section around the vicinity of the municipal hall in Don Victoriano and continuation of the laying of stone boulders for the sea breaker project in Barangay Tabo-o, Jimenez.

Continuation of the river control rip-rapping at the back of the Public Market in Lopez Jaena, construction of additional seawall in Barangay Punta, Panaon and construction of the shoreline protection in Barangay Lao, Plaridel.

Rehabilitation of Barangay Camanse Provincial Road which eroded the two sides of the gutter section in Sinacaban and construction of concrete drainage canal in Barangay Sinonoc, also of Sinacaban and rehabilitation of the spillway in Barangay San Agustin, Sapang Dalaga.

On the other hand, the P8.753 million from the MOOE has been appropriated for the quick response activity to provide financial assistance to victims, during disasters.

It will also be used to assist local government units /families to restore damaged facilities and properties, and provide social services to rehabilitate disaster victims, the Governor added. (RCAguhob/PIA-Misamis Occidental)
