OROQUIETA CITY, Misamis Occidental, July 26 (PIA) -- President Aquino said starting 2012, government bureaus and personnel will be ranked and rewarded according to their contribution to the accomplishment of their departments’ outputs and outcomes.

The President, who made this announcement during his third State-of-the-Nation address (SONA), said the Aquino administration will adopt a harmonized results-based performance management system to integrate and simplify the performance monitoring system in government.

This will then serve as a basis for a more rigorous performance-based incentive system that can motivate higher performance and greater accountability in the public sector.

In addition to the existing across-the-board productivity enhancement incentive received by the government workers, a top-up bonus called the performance-based bonus, of as much as P35,000, shall be given to government workers in recognition for their outstanding achievements, he said.

The President also said the intensified anti-corruption drives in revenue-generating agencies during his administration, was carried out through the following programs: Run after Tax Evaders (RATE), Run after the Smugglers (RATS), and Revenue Integrity Protection Service (RIPS) program.

He said 115 tax evasion cases under the RATE program have been filed by the Bureau of Internal Revenue before the Department of Justice, with an estimated total tax liability of P40.193 billion, compared to the 127 cases filed in five years, from 2005 to March 2010, during the previous administration.
