DBM releases IRA level for 2013

TACLOBAN CITY Leyte, July 29 (PIA) -- Department of Budget and Management (DBM)-8 Director Imelda Laceras said that in the coming days, she will be attending the meetings of various Leagues of Municipal Mayors in Region 8 to personally distribute and discuss the Local Budget Call for FY 2013.

Director Laceras said Budget Secretary Florencio B. Abad has issued local budget emorandum (LBM) No. 66 dated July 2, 2012 regarding fiscal year (FY) 2013 internal revenue allotment (IRA) Level and other local budget preparation matters.

Abad said the memorandum informs local government units (LGUs) of the IRA level for FY 2013 based on the certification of the Bureau of Internal Revenue BIR) on the share of LGUs from the actual national internal revenue taxes collected 2010.

Together with this memorandum are the prescribed guidelines in the preparation of the FY 2013 local budgets and introduces the concept of bottom-up planning and budgeting in relation to local budget preparations, Laceras said.

The FY 2013 IRA level of P302,304,001,000 is higher by P28,994,409,000 or 10.61 percent compared to the FY 2012 IRA level at P273,309,592,000.

Consequently, the total regional FY 2013 IRA level had increased by 1,417,469,485 or 10.68 percent.

Although there has been an increase in the IRA level, the DBM secretary said it is worthy “o remind our LGUs to efficiently and effectively allocate the IRA as well as its other resources giving priority to the basic needs and developmental projects.”

Relative to this, all procurements shall be made in accordance with the provisions of R.A. No. 9184 (The Government Procurement Reform Act) and its IRR.

Also, the LGUs may coordinate with the DBM regional office for the necessary technical assistance in the preparation of their FY 2013 annual budgets. (EOPT-PIA 8)
