Kaso ng FMD sa Batangas, bumaba

Batangas (14 Oct.) -- Iniulat ni Batangas Provincial Veterinarian Rod Bautista na bumaba ang kaso ng Foot and Mouth Disease (FMD) sa lalawigan ng Batangas. Mula sa 42 kasong naitala noong isang taon, 9 na kaso na lamang ang naitala ngayong taon.

Ayon kay Bautista, bumaba ang kaso ng FMD sa lalawigan dahil sa patuloy na surveillance at monitoring ng mga FMD negative reporting sa mga backyard piggery, hog weighing pens, at slaughterhouses. Dagdag pa rito ang pag-organisa ng mga Barangay Animal Health Worker (BHAW) na kabalikat sa pagkakalat ng mga impormasyon tungkol sa pag-iwas sa FMD.

Sa ulat na inilabas ng Provincial Veterinarian Office, nangunguna ang mga backyard hog raisers sa mga unang naapektuhan at nagkakalat ng FMD virus; pangalawa ang mga biyahero na galing sa iba't ibang probinsiya; at pangatlo ang mga slaughterhouses.

Upang mahadlangan ang pagkalat ng FMD, patuloy din ang PROVET sa kanilang awareness campaign, vaccination, at quarantine measures na isinasagawa sa buong probinsiya. (Carlo P. Gonzaga, PIA Batangas)

Crime efficiency sa Batangas, mahigit sa 90%

Batangas (14 Oct.) -- Inihayag ni Batangas Provincial Police Director Rodolfo Magtibay na ang sitwasyon ng krimen sa Batangas ay napanatiling mababa. Simula Enero hanggang Agosto 2003, ang lalawigan ng Batangas ang may pinakamababang crime rate na 7.15. Maliban sa taong 2001 report, ang crime rate sa lalawigan sa nakalipas na limang taon ay mas mababa sa regional at national average at ang crime solution efficiency ay mahigit sa 90% sa nasabi ring panahon.

Ayon sa PNP Batangas Provincial Office, noong 2001, ang crime rate ng Batangas na 10.65 ang pinakamataas na crime rate sa rehiyon. Ngunit ang sumunod na taon, 2002, nagbunga ang pagkilos ng lalawigan na mapababa ang kaso ng krimen. Naitala ang 9.30 crime rate na pangalawa sa may pinakamababang crime rate sa CALABARZON.

Hulyo 2003, binuo ang Task Force Liwanag sa layuning makapagkalap ng ebidensiya at makumbinsi ang mga saksi na tumestigo upang ang mga suspek sa ilang natitirang kasong di pa lutas ay masampahan ng kaso sa korte. Direktang nasa ilalim ng Provincial Director, ang task force ay binubuo ng mga imbestigador mula sa PNP Provincial Office at ng Criminal Investigation and Detection Team ng lalawigan.

Sinabi ni Magtibay na ang sitwasyon ng krimen sa probinsiya ay kontrolado at mas mababa kung ikukumpara sa ibang probinsiya sa rehiyon. Nangako si Magtibay na ang kanyang opisina ay mananatiling nakatutok sa pagkilos na mapanatili kundi man mabago ang kasalukuyang peace and order situation sa Batangas sa tulong ng pamahalaang panlalawigan. Koleksiyon ng customs sa Batangas, lumagpas ng P20M

Batangas (14 Oct.) -- Lumagpas ng P20M ang koleksiyon ng Bureau of Customs sa Batangas ngayong Oktubre. Umabot sa P959M ang halaga ng nakolekta nito mula sa target goal na P939M.

Sinabi ni Edward dela Cuesta, District Collector of Customs Port of Batangas na tanging ang BOC Batangas lamang lumagpas sa target goal goal nito samantalang ang ibang lalawigan ay bumaba ang mga koleksiyon.

Ayon kay dela Cuesta, 85% na ang kanilang nakokolekta at 15% na lamang ang natitira para sa Nobyembre upang mabuo ang target collection nito sa loob ng isang taon.

Ayon pa rin kay dela Cuesta, naging malaking kabawasan ang pansamantalang pagtigil ng operasyon ng Caltex Refinery ngunit hindi ito naging hadlang upang malampasan ang kanilang target collection.

Tinatayang aabot sana sa P64M ang halaga ng koleksiyon mula sa Caltex Refinery noong isang buwan at kung nagkataon, lalagpas sana ng aabot sa P50M ang kanilang target goal. (Carlo P. Gonzaga, PIA Batangas)

Department of Health takes over Ospital ng Palawan

Puerto Princesa City (13 Oct.) -- Palaweños can expect for more improved hospital services and facilities as the Department of Health (DOH) takes over the administration and operation of the Ospital ng Palawan in January 2004.

During a recently held ocular inspection by Health Secretary Manuel Dayrit in time for the DOH National Staff Meeting, Dayrit said that DOH will allot P22 million for the re-nationalization of the Ospital ng Palawan which will be augmented by a counterpart funding of P20 million from the provincial government.

He assured the Palaweños of improved services that will include an establishment of hospital blood bank and upgrading of laboratory equipment. The new administration shall likewise address the problems on inadequacy of doctors, nurses, hospital staff and the insufficiency of medicine supply.

Dayrit's pronouncement came as a breather for hospital authorities after receiving several complaints of negligence and poor services from its clients and a legislative inquiry of its operation from the Sangguniang Panlalawigan.

The Ospital ng Palawan is a 50-bed capacity hospital, but actually serves triple than that in any given day. Presently, it has only one in-house surgeon. (PIA)

Pagsasara ng Caltex Refinery, walang dapat ikabahala

San Pascual, Batangas (10 Oct.) -- Hindi pa nagsasara ang Caltex Philippines Inc. (CPI) sa Batangas, ayon sa paglilinaw kamakailan ni Becky Alivio, vice president for manufacturing ng Caltex.

Ayon kay Alivio, ang refinery lamang ng Caltex ang isasara sa Disyembre ngayong taon, ngunit mananatili pa ring may oportunidad ang mga maliliit na negosyong umaasa sa Caltex na makapag-negosyo sa lokalidad. Sa gagawing kumbersiyon ng planta, kakailanganin pa rin ng Caltex ang serbisyo ng mga lokal na manggagawa.

Nagdesisyon ang pangasiwaan ng Caltex na itigil na ang refinery at i-convert na lamang ang pasilidad sa isang makabagong imbakan ng produktong petrolyo.

Nakahandang maglaan ang Caltex ng P750 milyong bagong pamumuhunan sa gagawing pagpapanibagong gamit ng planta na inaasahang maaring makapag-imbak ng hanggang 2.7 milyong bariles kapag na kumpleto na.

May 24 na oras na operasyon, ang world-class terminal ang magsisilbing pangunahing imbakan at pagkukunan ng suplay ng produktong petrolyo ng Caltex sa rehiyon. (Carlo P. Gonzaga, PIA Batangas)

P3.2 milyong halaga ng shallow tube well, ipinamahagi

Batangas (10 Oct.) -- Apatnapu't isang shallow tube well (STW) na nagkakahalaga ng P3.2M ang ipinamahagi ng pamahalaang panlalawigan ng Batangas sa mga magsasaka sa bayan ng Nasugbu, Calatagan, Lian, rosario, Balayan, Padre Garcia, at San Juan.

Ang pamamahagi ng modernong kagamitan, pagtuturo ng makabagong teknolohiya, at suportang pinansiyal ang ilan sa mga hakbang na layong matulungan ang sektor ng agrikultura.

Ito'y alinsunod sa itinatakda ng R.A. 8435 o Agriculture and Fisheries Modernization Act o AFMA na kapitbisig na itinataguyod ng mga ahensiya ng pamahalaan.

Sa mga magsasakang nakatanggap ng nasabing biyaya, inaasahang madaragdagan ng hanggang 50% ang kanilang aanihing palay.

Kalakip ng pamamahagi ng makinarya ang pagtuturo ng tamang pangangalaga at pagkukumpuni upang makabawas sa gastusin at mapahaba ang gamit nito. (Carlo P. Gonzaga, PIA Batangas)

Proyektong Halina't Ika'y Magtanim, Tagumpay

Batangas (10 Oct.) -- Inihayag ni Batangas Provincial Agriculturist Ver Mercado na tagumpay ang pagtanggap ng mga magsasaka at pamahalaang lokal ng bayan ng San Juan, Alitagtag, San Luis, at Batangas City sa proyektong Halina't Ika'y Magtanim.

Naging bunga nito ang dagdag na malaking kita ng mga "family adoptors" sa inaning produkto tulad ng bell pepper, salad tomato, honey dew melon, pipino, at iba pang high value crops.

Ayon kay Mercado, anim na linggong masusing pinag-aralan ang proyekto sa Farmer Field School. Itinuro sa mga kalahok ang mga angkop at makabagong teknolohiyang makapagpapalago ng ani.

Samantala, nakatakda ng isagawa ang nasabing proyekto sa bayan ng Cuenca, Malvar, at Nasugbu sa darating na Nobyembre. (Carlo P. Gonzaga, PIA Batangas)

Quezon province honors cleanest and greenest towns

Lucena City (8 Oct.) -- Quezon Governor Wilfredo L. Enverga and DILG Region IV Director Leonilo B. Lariosa has awarded San Narciso and Tiaong as the cleanest and greenest municipalities in Quezon province during awards rite held at the audio-visual room of Quezon Convention Center in this city recently.

The annual activity was participated in by every municipality in the area based on Presidential Order No. 187 dated December 10, 1993 known as "Gawad ng Pangulo sa Kapaligiran". The activity aims to promote environmental awareness and ecological protection among the populace.

Tiaong town belongs to Category A (1st to 3rd class municipalities). Other awardees were the municipalities of Atimonan, 2nd place; Tayabas, 3rd place; Lucban, 4th place and Gen. Nakar, 5th place.

Under Category B (4th to 6th class municipalities), San Narciso bagged 1st place; Sampaloc, 2nd place; Panukulan, 3rd place; Alabat, 4th place and Jomalig, 5th place.

Winners in the two categories received plaque and cash prizes each amounting P15,000; P10,000; P5,000; P3,000 and P2,000 respectively.

Gen. Luna was also awarded, best inland bodies of water in the river category, and Tikub Lake in Tiaong in the lake category.

The search for the cleanest and the greenest municipality in the province of Quezon dubbed as "Gawad ng Pangulo sa Kapaligiran" is an annual undertakings in the province of Quezon headed by the provincial Search Committee for the cleanest and greenest municipalities composed of representatives from the Department of the Interior and Local Government (DILG); Philippine Information Agency; Integrated Provincial Health Office in Quezon; DENR/PENRO Quezon; Provincial Planning & Development Office and Dep-Ed, Quezon. Batangas wins 2003 Regional Nutrition Green Banner Award

BATANGAS (1 Oct.) -- Nakamit ng lalawigan ng Batangas ang first place sa regional search for outstanding province sa buong CALABARZON para sa Provincial Nutrition Green Banner Award.

Bukod sa pagiging most outstanding province, napiling isa sa mga finalists sa search for regional outstanding barangay nutrition scholar (BNS) si Salome A. Magpatay ng San Agapito, Alitagtag, at pumangatlo naman ang bayan ng Mataasnakahoy sa Nutrition Green Banner Award, municipal category.

Dagdag pa rito ang pagkakapili sa lunsod ng Batangas bilang 3rd place sa City Nutrition Green Banner Award at isa sa mga napiling finalists sa regional outstanding BNS si Mrs. Angelina T. Villestas. (Carlo P. Gonzaga, PIA Batangas Infocenter)

Pansipit River Rehab Project, isa sa mga natatanging proyekto

BATANGAS (1 Oct.) -- Nahirang na isa sa limang natatanging proyekto sa buong bansa na ipinapatupad ng mga lokal na pamahalaan ang Pansipit River Rehabilitation Project ng lalawigan ng Batangas.

Pumasa sa unang pagsusuri ng Gawad Pook Pook Foundation Awards 2003 ang isinumiteng programa para sa Pansipit River Rehabilitation Project.

Napili ang programa sa muling pagbuhay sa Pansipit River dahil sa magandang halimbawang ipinakita ng pamahalaang lokal. Ang responsableng paggamit ng kapangyarihan at political will sa pagpapatupad ng mga proyekto at pagbibigay ng mga alternatibong kabuhayan sa mga apektadong pamilya na hindi nakukumprumiso ang kapakanan ng kalikasan.

Kung matatandaan, nagsagawa ng malawakang paglilinis at pagbabaklas ng mga illegal na fish cages sa kahabaan ng ilog Pansipit noong Oktubre 2001 sa kabila ng malawakang pagtutol ng mga operators. (Carlo P. Gonzaga, PIA Batangas Infocenter)

ICM Plan ng Batangas Bay, magiging modelo ng Tsina

BALAYAN, BATANGAS (1 Oct.) -- Bumisita kamakailan ang mga kinatawan ng Department of Ocean and Fisheries ng China sa lalawigan ng Batangas upang pag-aralan ang Integrated Coastal Management Plan Demonstration at Parallel Sites sa probinsiya.

Inorganisa ng United Nations Development Program on Partnerships in Environmental Management for the Seas of South East Asia (UNDP-PEMSA), ang study tour ay layuning maibahagi sa mga bisitang Intsik ang mga naging karanasan at aral na nakalap ng lalawigan sa pagpapatupad ng ICM plan. Binigyang-diin ang pagkilos ng pamahalaang probinsiya na makatulong sa programa ang pribadong sektor at civil society.

Pinasyalan ng delegasyon ang mga proyektong ipinatupad sa ilalim ng ICM plan ng probinsiya, kasama rito ang Batangas International Port, San Pascual Environment Cooperative, at Mabini-Tingloy WWF-parallel project at demonstration site.

Iprinisinta sa mga delegado ang kabuuan ng ICM Plan para sa Batangas Bay, Balayan Bay at Adjacent Bays, at ang Calatagan Peninsula at gayundin ang lahat ng action plans at primary components sa pagpapatupad ng programa sa pangangalaga ng mga nabanggit na baybayin. Dahil dito, lubos ang naging paghanga ng mga delegadong Tsino. Ayon sa kanila, ibabatay nila sa mga programa at naging hakbang ng lalawigan sa environmental conservation at protection ang gagawin nilang programa sa Bohai Sea parallel site. (Carlo P. Maliksi, DILG-4 award winners of Gawad Pangulo sa Kapaligiran

Trece Martires City (24 Sept.) -- Cavite Governor Ayong S. Maliksi and Department of Interior and Local Government (DILG) Region IV Director Leonilo B. Lariosa recently led the awarding of the 2003 Gawad Pangulo sa KAPALIGIRAN (Search for the Cleanest and Greenest Municipality and Inland Bodies of Water) held at the Sangguniang Panlalawigan Session Hall, provincial capitol building in this city.

The annual activity, participated in by every political unit by virtue of Presidential Order No. 187 dated December 10, 1993 entitled "Establishing the Annual Gawad Pangulo sa Kapaligiran," aims to promote environmental awareness leading to ecological protection and preservation among the population. It aims to ensure for future generations the productive use and utilization of the country's natural resources.

Maliksi, who has taken serious concerns about environment, said that the search which is carried out nationwide will afford every individual the opportunity to participate in this noble endeavor which will result directly and positively to the benefit of his own generation in the future.

"Our environmental and our natural respurces, due to misuse and abuse of some of our countrymen especially those engaged in the exploitation of natural resources, have created a tremendous damage and prejudice to such irreplaceable resources. It is high time that everybody acts in unison with another and with the government in order to protect and preserve our remaining natural resources. If this is not done today we will soon face a tremendous catastrophe," said Maliksi.

Awardees for Category A were Gen. Trias and Carmona (tie) for the Cleanest and Greenest Municipality; Indang and Naic for the first, second and third places respectively.

For Category B, Magallanes, Gen. Aguinaldo and Ternate bagged the first, second and third places respectively.

For Inland Bodies of Water, Ternate River, Sibol River in Indang and Mabato River in Maragondon garnered the first, second and third places respectively.

Special citations were given to Indang, Kawit and Noveleta for Model Day Care Centers; NAic for their dumpsite; Tanza for Best Park; Mataas na Lupa in Indang for Model Barangay Hall; NAic for Best Cemetery & School Clinic; Buna Lejos in Indng for Best School.

Carmona was given the Hall of Fame for being a consistent winner.

The Provincial Search Committee was composed of Gov. Ayong S. Maliksi, Honorary Chairperson; Teodorica V. National Nutrition Council IV-A holds nutrition awards

Batangas (24 Sept.) -- The National Nutrition Council Region IV-A CALABARZON will hold its annual Regional Nutrition Awarding Ceremonies tomorrow September 25, 1 - 4 p.m. at the Barangay Hall, Batangan Plaza, Batangas City.

The activity will recognize the regional LGU awardees for their efficient and effective local nutrition program management as well as the regional outstanding Barangay Nutrition Scholars for their exemplary performance as volunteer workers.#

Southern Tagalog gears up for Barakalan 2003

MIMAROPA (23 Sept.) -- The Department of Trade and Industry Region IV (DTI-IV) is now coordinating preparations for the upcoming Barakalan 2003 with the theme "SMEs: Bida ng Katimugang Tagalog" on November 12-16, 2003 at the Megatrade Hall 1, 5th Level Building B, SM Megamall, Mandaluyong City.

This year's Barakalan will showcase the products, commerce and different programs of government line agencies in each province in Southern Tagalog region. The trade fair aims to contribute to the success of the National Small & Medium Enterprise (SME) Development Plan approved by President Gloria Macapagal Arroyo last November 2002.

The National SME Development Plan is the lead strategy for promoting the growth of small and medium scale enterprises by encouraging them to provide the domestic supply base for globally competitive industries.

The Plan hopes to increase level of competitiveness in terms of production and value-added capabilities from micro and small enterprises.

Barakalan 2003 has so far enlisted 50 SMEs to join the trade fair, with 53 more booths still available. For inquiries, interested SMEs may visit the DTI office within their areas. (PIA)

Maliksi cites Cavite drivers' association

DASMARIÑAS, Cavite (23 Sept.) -- Cavite Governor Atong S. Maliksi lauded the officers and members of the Kaisahan ng mga Tsuper at Opereytor ng Pampasaherong Sasakyan sa Kabite (KATROPA-KA) for their contribution in uniting into one all the small jeepney drivers and opeators in the whole province.

Maliksi, who inducted into office the officers of the said organization recently at the Orchard Golf Country Club in Dasmariñas, said that unity, cooperation and teamwork are the most important ingredient of small people to attain their socio-economic development.

He added that cooperation among drivers and operators will help them attain their socio-economic objectives.

Maliksi also cited the contribution of the small drivers and operators in making the economy run because they are the ones who, through their daily services to commuters, are able to bring them back and forth to their respective places of work.

"Without this important and valuable services our daily wage earners will find it difficult and expensive to reach their places of employment. It would also be equally expensive for factories and business establishments who would be burdened with the herculean task of providing the necessary transportation for their workers in order to bring them to their factories. We should be very thankful to these small drivers and operators," said Maliksi.

Inducted as officers of KATROPA-KA were Joel Zamora, president; Butch Cantero, Pablito and Porfirio Orig, vice presidents for the 1st, 2nd, and 3rd districts respectively; Percy Baquiran, secretary; Randolf Luyon, treasurer; Benito Malinis, Romero Sobrepeña and Rick Dayday, PRO for 1st, 2nd and 3rd districts respectively; and Eddie Boy Bayona, Andy Bayugo and Dong Yoma, Secretariat. Maliksi thanks Gordon for boosting Cavite's historical tourism

IMUS, Cavite (22 Sept.) -- Cavite Governor Ayong S. Maliksi recently thanked Tourism Secretary Richard Gordon for initiating the Imus Historical Museum project located at Camp Gen. Pantaleon Garcia here which he said will boost historical tourism in the province.

Maliksi added that the museum would not only attract local and foreign tourists, in turn generating income to this first-class town, but will also serve as a constant reminder to our people of the heroism of Caviteños in the fight for freedom.

Gordon, whose great grandfather in the paternal side was Col. Joe Tagle, hero of the Battle of Imus, initiated the project that was inaugurated last September 3 in time for the commemoration of the 106th anniversary of said battle.

"Our people should always remember our glorious past that would inspire them to contribute something for the betterment of Cavite and the country as a whole", said Governor Maliksi.

He said it is only fitting to declare Cavite as the historical capital of the Philippines because the first and major victories in the fight against Spanish colonizers that led to the independence of the Philippines were scored in the province.

The Light and Sound Museum showcases the heroism of the Caviteños in the fight for freedom. It features the life-size mannequins of the three martyr priests, Fathers Burgos, Gomez and Zamora, while being thrown to the guillotine and the skirmishes between Aguinaldo's forces and the Spanish soldiers in the famous Battles of Alapan, Binakayan and Imus.

According to Secretary Gordon, the museum will be included in the historical tour packages developed by the Department of Tourism.

"We Filipinos tend to celebrate our defeat, but in this historic museum, we celebrate the victories of our people. This museum is dedicated to the patriotism, sacrifices and commitment of our forefathers in their fight for Philippine independence," Gordon said.

Cavite officials, members of the Cavite Historical Society headed by former Prime Minister Cesar E.A. Virata, Imus officials led by Mayor Homer Saquilayan and Vice Mayor Manny Maliksi, school officials and students as well as various civic organizations attended the inauguration of the museum.

The Gordon clan led by its matriarch Mrs. Amelita Godon, Olongapo City Mayor Kate Gordon, Zambales Representative Bong Gordon and other relatives from the Tagle clan also graced the occasion. (PIA)

MENDEZ, Cavite (22 Sept.) -- The 128th founding anniversary of municipality of Mendez-Nuñez in Cavite was celebrated recently with an Alay Lakad program.

Alay Lakad, an out-of-school youth outreach program initiated by the late President Ferdinand E. Marcos some 30 years ago through a presidential decree, aims to generate funds through donations from all sectors of society who participate in or support the program for the benefit of the out-of-school youths.

Mendez Mayor Francisco Mendoza said the celebration was participated in by different government agencies including national offices based in Mendez, the barangays, some 18 education institutions, civic organizations, religious groups and the business sector.

He said the proceeds would provide hundreds of out-of-school youths with skills training, job placement services and other assistance to make them economically productive.

This year's theme celebration was "Sama-sama, Tulong -tulong Kaunlaran ay Isulong".

Mendez-Nuñez was established on September 6, 1875 through the "Decreto superior de Gobierno de Estas Islas". It was originally called Gahitan and the new town was named after Spanish General Mendez-Nuñez. Pedro Aure was appointed its first Kapitan Municipal (now Municipal Mayor).#

Science council dispels fears on 'janitor fish'

MIMAROPA (19 Sept.) -- The Philippine Council for Aquatic and Marine Research Development (PCAMRD) of the Department of Science and Technology recently dismissed allegations of the possible ecological damage of the 'janitor fish' on the river systems of Laguna de Bay.

Aptly called the 'janitor fish', this imported species of freshwater catfish native of South America was introduced in 1990 by the local ornamental fish industry to be used by aquarists for cleaning up the sides of aquaria which the fish feeds on.

PCAMRD has issued a technical update on the 'janitor fish' to disperse alarm over the harmful effects of this aquarium fish which has been bred in ponds in Laguna and has escaped and thrived in the Laguna de Bay and nearby systems. The 'janitor fish' breeds by digging holes on the pond dikes and river embankments for its nests in breeding. It can grow to a length of 30 centimeters. The 'janitor fish' is harmless to man and other fishes and feeds on algae and small crustaceans.

While not valuable as food fish, the janitor fish, whose spines are not poisonous at all can be used as a fishmeal source and for fish leather making with its unique and hideous-looking skin. #

MIMAROPA observes Crime Prevention Week

MIMAROPA (18 Sept.) -- The Department of Interior and Local Government (DILG) regional office in cooperation with the National Police Commission (Napolcom) here led the celebration of Crime Prevention Week last September 1-7, with the theme "Payapang Pamayanan, Susi sa Kaunlaran."

The newly designated Region IV-B (Occidental and Oriental Mindoro, Marinduque, Romblon and Palawan -- MIMAROPA) hosted radio guestings and school appearances by Napolcom-PNP and other public safety personnel during flag ceremonies; printing of special cell cards in support of Patrol 117 with police and public safety hotlines distributed from the regional, provincial, municipal/city levels down to the barangays; dialogues with NGOs; and tree planting activities.

Napolcom-MIMAROPA focused this year's celebration on the active participation of non-government partners like Couples for Christ to propagate the thrust that "harmonious family life and a vibrant spiritual life make infertile soil for criminal tendencies." Seminars on family life, promotion of the common good, obedience to God and man-made laws and requirements for good citizenship were launched along this thrust.

The activities were supported by the MIMAROPA Regional Peace and Order Council chaired by Oriental Mindoro Governor Bartolome L. Marasigan Sr.

The inter-agency technical working group headed by DILG MIMAROPA Regional Director Yolanda S. Lira in her capacity as Chief, RPOC Secretariat, is composed of DILG Officer-in-Charge Noemi B. Poblete; Regional Directors Fire Senior Supt. Norman V. Pinion and Jail Senior Supt. Norvel N. Mingoa of the Bureau of Fire, Jail Management and Penology respectively; Regional Director Paraluman R. Giron, DepEd; Regional Director Dr. Maria Rita C. Ortiz, CHED; Regional Director Riza J. Baldoria, PIA.

Agham, sining at kultura, isinusulong ng pamahalaang panlalawigan ng Batangas

BATANGAS (12 Sept) -- Pagbibigay ng pagkakataon sa mga kabataan na may natatanging talino at kakayahan na makapag-aral ng libre sa ikalawang antas o high school ang isa sa mga pangunahing programa ng pamahalaang panlalawigan ng Batangas.

Sa kasalukuyan, 49 na iskolar ang nag-aaral sa Batangas Province High School for Culture and Arts (BPHSCA) at 109 ang naka-enrol sa Batangas Province Science High School (BPSHS) ang tinutustusan ng pamahalaang panlalawigan.

Ang programa sa ilalim ng BPHSCA ay nahahati sa apat na natatanging kakayahan na kinabibilangan ng: pag-guhit at pagpinta; malikhaing pagsulat; pag-awit at musika; at pagsayaw.

Samantala, may natatanging talino sa siyensya at teknolohiya ang mga batang iskolar sa BPSHS.

Maliban sa libreng matrikula, kasama rin sa programang pang-iskolar ang pagkakaloob ng libreng dormitoryo o tirahan, pagbibigay ng mga kagamitan sa pag-aaral, at pamasahe.

Matatagpuan sa Dacanalao, Calaca, Batangas, ang BPSHS ay nasa ilalim ng pagsubaybay ni Dr. Librada Landicho, punong guro. Pawang nakapasa sa college admission test ng Univeristy of the Philippines ang unang 17 nagtapos dito.

Dahil sa scholarship program na ito para sa mga mag-aaral sa high school at kolehiyo, lubos ang tuwa at pasasalamat ng mga Batangueno sa pamahalaang panlalawigan ng Batangas sa pagpapahalaga nito sa edukasyon, at higit sa lahat ang pagsulong ng maka-Diyos, makatao, makabayan, at maka-kalikasang paglilingkod. Tourism month, pinaghandaan ng Batangas

BATANGAS (12 Sept) -- Kaugnay ng pagdiriwang ng Buwan ng Turismo ngayong Setyembre, handa na ang Batangas Provincial Tourism Office upang lumahok at makibahagi sa mga iba't ibang programa.

Una dito ang pakiki-isa sa ginanap na Pistahan sa SM Bacoor, Cavite noong Setyembre 1-13 kung saan nagtanghal ang lalawigan ng Batangas ng isang cultural presentation noong ika-6.

Kabilang sa mga nakatakdang gawain ng Tourism Office ang pagsuporta sa mga pagdiriwang na gaganapin sa mga iba't ibang bayan sa lalawigan tulad ng Bankathon Festival, Setyembre 10 sa San Nicolas, at Anihan Festival, Setyembre 27 sa Lobo, Batangas. Ang Anihan Festival ay alinsabay ng pagdiriwang ng ika-130 taong anibersaryo ng pagkakatatag ng bayan ng Lobo.

Isang pagsasanay ang nakatakda hinggil sa "Waitering and Bartending" sa Setyembre 16-19, at pagsasagawa ng coastal clean-up sa bayan ng Mabini sa Setyembre 20.

Bahagi rin ng isang buwang pagdiriwang ang paglilinis ng mga historical sites tulad ng Gen. Miguel Malvar Shrine sa Sto. Tomas sa Setyembre 26 at kinabukasan, Setyembre 27, magkakaroon ng programa sa naturang shrine bilang pag-gunita sa ika-138 taong anibersaryo ng kapanganakan ng magiting na bayaning Batangueno. Luzcomnet elects new officers

Manila (27 June) -- Luzon Communicators Network (LUZCOMNET) hailed Philippine Information Agency (PIA) Region IV-B MIMAROPA Regional Director Riza J. Baldoria president during the 1st Convention of Luzon Information Officers held recently at the Hyatt Regency Hotel in Pasay City.

Over 250 information officers from both the local government units (LGU) and various government line agencies all over Luzon joined the successful conduct of the LUZCOMNET's 1st Convention and Election of Officers last May 30, 2003 despite the heavy downpour that hit Luzon during that same week.

The elected officers of the LUZCOMNET include Ernesto Abara of City Government of Laoag and Major Edgard Arevalo of Philippine Military Academy, CAR Region as Vice Presidents for LGU and national line agencies respectively; Winifred Ananayo of Bontoc, Mt. Province as Secretary; Purita Licas of Philippine News Agency (PNA) as Treasurer; Vivien Longbian of National Economic Development Authority (NEDA) Region IV-B as Auditor; Dr. Carmel Mosura of City Government of Antipolo as Public Relations Officer; and Danny Santos of Philippine Charity Sweepstakes Office (PCSO) as Business Manager.

The LUZCOMNET, organized by the PIA-Luzon Cluster in cooperation with the Public Relations Organizations of the Philippines (PROP), is an organization of government information officers from all over Luzon mandated to promote and advocate the national government's programs aimed at bringing the government closer to the people.

Among the other highlights of the one-day convention were the informative and meaningful speeches of the Cabinet secretaries of the Arroyo administration that drew adulations from the ecstatic crowd.

The information officers were receptive to the message of keynote speaker Agriculture Secretary Luis Lorenzo as he provided a comprehensive discussion on unifying icons and ploughshares for an agriculture-led prosperity and shared with the cause of the promoters and advocates of government projects in building the foundation of Strong Republic.

National Security Adviser Roilo Golez tackled media and crisis management where he stressed the proper usage and handling of information in crisis and disaster.

On the other hand, Presidential Chief of Staff Secretary Rigoberto Tiglao discussed the basic concepts and elements of a Strong Republic while Presidential Management Staff Secretary Silvestre Afable talked on the approaches and strategies of communicating the four cornerstone of a Strong Republic such as Effective Governance, Free-Enterprise Economy, "New Politics" and Civil Society.

Meanwhile, Presidential Adviser on Official Development Assistance and Absorption Secretary Marita Magpili Jimenez delved deeper into President Gloria Macapagal's 8-Point Agenda providing greater emphasis on PGMA's infrastructure projects on her remaining term of office. National Anti-Poverty Commission Undersecretary Veronica Villavencio talked on government anti-poverty initiative, which was particularly gaining popularity in the urban districts through the KALAHI Caravan implementation being intensified now in the rural areas. Tourism Undersecretary Oscar Palabyab accentuated the WOW Philippines 2003, which was being developed in appreciation of the nature's riches and likewise sought the information officers' aid in promoting the undertaking of the Department of Tourism.

Furthermore, PIA Director General Renato S. Velasco launched the Ugnayan News Service wherein news stories from the various regions will be uploaded in the PIA website for an easy, electronic and global access to news bits from all parts of the country. ###

Seaweeds: Farming the riches of Palawan seas

MIMAROPA (Apr 15) -- There's money in seaweeds farming. With our population growth rate at about 2.5%, which among the highest in Southeast Asia, the country would have to rely more on its water resources to meet the demand for food and other resource needs for its growing population.

Favorably, Palawan seas still teem with marine life, an indisputable source of wealth. The long irregular shoreline of approximately 1, 959 kilometers, and the relatively good condition of the coral reefs provide the province with a generous amount of marine resources, which can be considered as among the Philippines' richest. The sea holds many of our potential resources, our tools for the future.

A virtual gold mine is the green and brown plants that thrive in marine and inland waters, the ordinary seaweeds that many people take for just that - weeds! Over the years, the contribution of the seaweeds industry to the country's economy has increased.

The Philippines exported about 31, 720, 996 net kilos of the commodity in 2001. Latest data shows that in 2001, the country exported about 8, 576, 425 net kilos of processed seaweeds, carrageen and kelp powder. The major destinations of the country's seaweed exports are United Kingdom, U.S.A, France, Hongkong, Denmark and Korea. The increasing demand in the world market for this resource has also built up interest in the development of the industry in the country, particularly in Palawan.

One hectare of Class A seaweed farm can yield n average of P180, 000 to P200, 000 annually. The Office of the Provincial Agriculturist in Palawan reports that at least 8, 200 hectares are available for commercial seaweeds farming with an estimated production of 60, 020 MT in its raw form per hectare. Potential seaweeds farming areas are estimated at 30, 000 hectares.

One species, the eucheuma, locally known as "tambalang" earned about P420 million in 2001. Total production for 2001 was recorded at 121, 707 metric tons. Majority (86%) of the seaweeds production in Palawan come from the island municipalities of Agutaya, Balabac, and Cagayancillo, the leading seaweeds producers. All in all there are already 19 seaweeds-producing municipalities in the province. Unprocessed seaweeds are sold to buyers from Cebu, Manila, Mindoro and some traders in Puerto Princesa City.

The eucheuma is the most sought after seaweed commercially. Its varieties, the eucheuma spinosum and the cottonii are also the most sturdy and adaptable to culturing in Palawan waters. Recently, there is also a growing demand for a new variety of euchema called the "Giant". The Bureau of Fisheries and Aquatic Resources in the province claims that Palawan eucheuma varieties are very competitive because of its advanced gel strength.

Seaweeds production is labor intensive and presents viable alternative source of employment of the otherwise idle labor force in the coastal areas. Now, local government units are encouraging coastal families to engage in seaweeds production as a deterrent to illegal fishing.

Seaweeds farming in the province started in 1978 in Green Island, Roxas with Marine Colloids Inc., the proponent business venture owned by the Josol family. In 1979, seaweeds farming were introduced in Balabac using the technology from Tawi-Tawi. Now, Palawan is already the second biggest producer of seaweeds in the country.

World demand for these seaweeds and their extracts continue to grow as more uses of the weeds are discovered and there are already as good number of uses for them. Seaweed extracts are used as ingredients in the manufacture of glue and industrial adhesives; thickening agents for ice cream, chocolates, soup and food preserves; refining agents and stabilizer for food. They are also used as components for cosmetics, drugs, and pharmaceutical products. The extracts are also used as additives in canned food, feed for cattle and goats.

Seaweeds farming have come a long way since its introduction to the province some 2 decades ago. It is still a relatively new field for us, considering that we have only developed 16% of our potential areas for commercial farming.

There is still a dearth of knowledge about the seaweeds industry. There is a need for more research and development, marketing and technical assistance from the national and local governments to strengthen this gold mine of an industry.

Palawan's bountiful sea is a vital resource to free our people from economic impoverishment. In it lies the answers to many of our present and future needs. Farming our sea's riches - from seaweeds production to the culture of many of its resources may just be the answer to self-sufficiency in food, or the creation of employment or in making entrepreneurs out of our rural folks. But, the bottom line is wise management of our seas. And, this is the bigger task, not only for the government but also for all who rely on the sea's bounty for livelihood. (PIA-MIMAROPA)

DepEd holds 2003 National Literacy Awards

Quezon City (Apr 10) -- The Department of Education (DepEd) through the Literacy Coordinating Council (LCC) in cooperation with UNESCO - National Commission of the Philippines and other government and private organizations shall conduct the 2003 National Literacy Awards, which welcomes nomination entries in the regional level starting April 16 to 30, 2003 through the DepEd Non-Formal Education offices in their respective regions.

The Annual National Literacy Awards, aims to contribute to the goal of universalizing literacy in the Philippines through creation of public awareness and interest for the programs and projects addressing this concern; encourage the development and replication of innovative, creative and indigenous literacy programs; and recognize outstanding individuals, government and non-government organizations for their dedication, commitment and contribution to literacy education in their respective communities.

DepEd, in consonance with President Gloria Macapagal-Arroyo's thrust of improving the quality of life of every Filipino, fulfills one of its mandates through mobilization of all sectors of society to promote and disseminate the importance of literacy and through this, be able to develop, implement and sustain literacy programs and projects throughout the country.

LCC, being the lead agency supervising the overall advisory, coordination, policy provision and program direction for all of its endeavors towards total eradication of illiteracy in the country, hopes to generate innovative policy and program options in addressing the increasing problem of illiteracy particularly in the marginalized sector such as people below poverty line level, indigenous groups, and persons with disability.

The National Literacy Awards steering committee through its national secretariat will distribute the application forms to the DepEd Non-Formal Education regional offices nationwide and selected NGOs, which will be made available to all individuals and institutions, GOs and NGOs from April 16-30, 2003. Regional winners shall then be forwarded to LCC Secretariat for final deliberation on or before June 2, 2003.

The regional steering committee shall be composed of the following: representatives from DepEd, Department of Interior and Local Government (DILG), National Economic and Development Authority (NEDA), Philippine Information Agency (PIA), Non-Government Organization (NGO), People's Organization (PO) and President of any local institution (Academe).

Awards categories include Outstanding Literacy Worker Award, to be given an individual committed and succeeded in transforming a significant number of non-literates into productive and active members of society; Outstanding Literacy Program Award, to be granted to a literacy program implemented by a civic organization which has a demonstrably positive impact on the learners; and Outstanding Local Government Unit Award, to be accorded to local government units which has created a policy environment conducive to literacy programs.

Winners per category shall receive cash prizes and other recognition such as presidential trophy and LCC and National Bookstore plaques of recognition.

Criteria for the Outstanding Literacy Worker Award include personal attributes (40%) and competence (60%); For Outstanding Literacy Program - development orientation (30%), management and implementation (40%) and community impact (30%); For Outstanding Local Government Unit (City and Municipal Levels) - planning and development (30%), management of literacy ( 40%) and legislation of functional literacy (30%).

Marinduque's NGO rep honored

BOAC, Marinduque (April 1) -- Marinduque's non-governmental organization, Kilos Laya Laban sa Droga (Kill Droga) Movement, Inc. represented by their President Noel V. Magturo and Fe Plandez Eduardo, Managing Directress (Provincial Level) was recently adjudged as one of the awardees for the 12th PNP Anniversary held at Police Regional Office - MIMAROPA Camp Vicente Lim, Calamba City, Laguna.

Kill Droga Marinduque Chapter was recognized for their meritorious accomplishments and invaluable voluntary services rendered not only to the PNP family but as well as to the students, teachers, parents, barangays/LGO's and the populace during the year 2002, which resulted in the decreased number of drug pushers and users from 120 to 48 as of December 2002.

After organizing the six (6) municipal chapters they extended all their efforts in coordinating with the LGO's national officials and private sectors for the conduct of the province wide Information and Education Campaign (IEC) regarding drug menace and crime situation in Marinduque province.

The uniting efforts of the KDMI officials and members in the conduct of demand reduction drives, though without financial supports from the government, successfully increased the awareness of every citizen who participated in the activities and served as force multipliers in the campaign against drug pushers and users.

Moreover, two Marinduqueños were also given awards: P/S Insp. Sergio G. Vivar for Junior Police Commissioned Officers of the Year and Sr. Police Officer 4 Angelito Marte Muhi for Sr. Police Non-Commissioned Officers of the year.####

Balik Marinduque program urged

BOAC, Marinduque (April 1) -- Some private sectors combined themselves to embark on a comprehensive program of attracting expatriates to return and help develop religiously Marinduque province.

Called "Balik Marinduque", the program aims to encourage participation of Marinduqueños now based outside the province, in the task of socio-economic development and eco-tourism program.

Media practitioner and PDEA-Kilos Laya Laban sa Droga Regional Coordinator Noel V. Magturo said that the program is also in keeping with the calendar activities of the Department of Tourism (DOT) Secretary Richard Gordon's "Visit Philippines 2003".

In achieving the objective, the program will undertake activities to showcase business prospects and develop potentials consistent with the program thrust of the provincial government.

The much awaited has come for Marinduque to return to the province and contribute to its progress, ultimately reaping the rewards of its development, Magturo added, as he call islanders to intensively support the program during the drug symposium held recently.

Meanwhile, the Marinduque National High School formerly Marinduque High School (MHS) of Boac, Marinduque will hold its 6th Grand Alumni Homecoming at MNHS campus compound on May 23-25, 2003.

Mayroon bagong Rehiyon sa Katimugang Tagalog Rehiyon IV — Ang MIMAROPA batay sa Executive Order No. 103 na nilagdaan ni Pangulong Gloria Macapagal - Arroyo noong nakaraang Mayo 17, 2002.

Base sa kautusan ng Pangulo, hinati ang Rehiyon IV sa Rehiyon IV-A CALABARZON na binubuo ng mga lalawigan ng Cavite, Laguna, Batangas, at Rehiyon IV-B MIMAROPA na binubuo ng mga lalawigan ng Mindoro Oriental, Mindoro Occidental, Marinduque, Romblon at Palawan.

Base sa socio economic profile ng rehiyon, ang Katimugang bahagi ng Luzon ay tinatayang siyang pinakamalaki kung pagbabatayan ang sukat ng nasasakupan at ang dami ng nanininirahan dito.

Dito naninirahan ang pinakamalaking grupo ng katutubo na tinatawag na Tagalog kung saan may 84 na porsyento sa kanila ang bumubuo ng Southern Tagalog region.

Marami ang nagtaka sa desisyong buuin ang MIMAROPA sa pangambang matulad ito sa kapalaran ng CARAGA na magpasa hanggang ngayon ay nanatiling may kakulangan sa tao at kakapusan sa badyet.

Itinatag ang MIMAROPA Coordinating Council noong 1995 upang pagtibayin ang kalakalan sa mga islang probinsya sa Katimugang Tagalog. Ito rin ang tatayong sentro ng Region IV-B Regional Development Council (RDC).

Kung pagbabatayan ang socio-economic profile ng Rehiyon A at B, makikita dito na ang CALABARZON ay nananatiling isa sa mga mauunlad na rehiyon samantalang ang MIMAROPA kasama ng ARMM at Rehiyon 5 at 12 ay nabibilang sa mahihirap na rehiyon.

Batay sa ulat ng National Statistics Office, ang kabuuang panluwas kalakal ng CALABARZON sa taong 2001 ay umabot sa US$ 18 bilyon samantalang ang MIMAROPA ay umabot lamang sa US$18 milyon. Tinatayang 101.5 porsyento ang bilis ng pagtaas ng kalakalang pangluwas sa CALABARZON mula taong 1995 hanggang 2000 habang ang MIMAROPA ay nagpakita naman ng negatibong 6.9 porsyentong pagbaba.

Noong taong 2000, ang CALABARZON ay nagbukas ng 25 ecozones na tumaas ng 17.8 porsyento sa naunang bilang noong 1995. Samantala, wala pang naitatalang ecozones ang MIMAROPA.

Sa agrikultura, ang MIMAROPA ay higit na mataas ang antas ng produksyon ng palay - 758,719 Metriko Tonelada (MT), kumpara sa 448,257 MT ng CALABARZON sa taong 2000. Ang MIMAROPA ay may antas ng pagtaas na 5.04% taon-taon mula 1995-2000 samantalang ang CALABARZON ay may 2.33 porsyento lamang bawat taon. Pagdating sa anihan ng palay, ang CALABARZON ay may 2.99 MT/ha, higit na mas mataas kaysa sa 2.72 MT/ha ng MIMAROPA.

Kung pagbabatayan ang imprastraktura bilang sukatan ng kaunlaran, malaki ang agwat ng CALABARZON at MIMAROPA. Ang kabuuang haba ng kalsada sa CALABARZON ay umaabot sa 12, 817.4 kilometro at 9,680.3 kilometro naman sa MIMAROPA. Mapapansin ang higit na mainam na kondisyon ng mga daan at kalsada sa CALABARZON.

Ang MIMAROPA ay pangatlo sa may pinakamaliit na bilang ng populasyon kung saan bumubuo llamang ito ng 3 porsyento ng kabuuang populasyon ng Pilipinas. Samantala, ito ang rehiyon na may mataas na population growth rate na nagtala ng 2.67 porsyento sa taong 1995-2000.

Tinatayang nahaharap sa malaking hamon ang MIMAROPA sa isyu ng kahirapan, imprastraktura, ekonomiya, turismo at mabilis na pagtaas ng populasyon sa darating pang mga taon.

Ito ay ilan lamang sa mga hamon na dapat pagtuunan ng pansin ng MIMAROPA sa pagkamit ng autonomiya mula sa pagkakahiwalay nito sa CALABARZON sa nakalipas na taon.
